New shopping & leisure scheme

Following the public consultation on the Development Framework in February 2015 detailed designs have been developed and the planning application for a new retail and leisure development to support the wider regeneration of the town was approved on 10th April 2017.

The key elements of the town centre regeneration are:
  • Uses - new shops & leisure facilities, including cinema, restaurants and car parking
  • Design - contemporary in style but distinctive and modern and reflective of Rochdale's history
  • Transport - new routes through the scheme and well linked with the public transport connections including the new bus station and Metrolink stop
  • Sustainability - will follow industry best practice and meet high energy efficiency standards.
The plans are for around 200,000 square feet of mixed shopping and leisure uses. The Rochdale Riverside development scheme extends the existing centre down to meet the new Metrolink and bus interchange, creating a pedestrian-friendly gateway into the town centre from the river.
A traffic-free Baillie Street would form a key part of the proposed scheme and a new entrance into the Wheatsheaf Shopping Centre from Baillie Street now replaces the overhead walkways.
